Statement by Ambassador Mitsuru Kitano at the Board of Governors Meeting starting on Monday, 7 March 2016 Item 6: Verification and Monitoring in the Islamic Republic of Iran in light of the United Nations Security Council Resolution 2231 (2015)

Thank you, Mr. Chairman,
Japan takes note of the Director General’s report on Verification and Monitoring in the Islamic Republic of Iran in light of the United Nations Security Council Resolution 2231 dated 26th February 2016 (GOV/INF/2016/8). This is the first report since the “Implementation Day” of the Joint Comprehensive Plan of Action (JCPOA), and will be the basis of further reporting.
After the “Implementation Day”, the relations between the international community and Iran have entered a new phase. In view of this important progress, Japan intends to further enhance its traditional friendship with Iran. At the same time, Japan emphasizes that Iran’s renewed relationship with the international community and enhanced relationship with Japan needs to be supported by steady implementation of the JCPOA by Iran. Japan strongly hopes that the JCPOA will be fully implemented in order to strengthen the international non-proliferation regime and contribute to the peace and stability of the Middle East region. Japan will support the implementation of the JCPOA in a proactive manner.
In this regard, it is of great importance that the Agency monitors and verifies Iran’s implementation of the Additional Protocol and the Modified Code 3.1., as well as its other nuclear related commitments under the JCPOA, and that Agency’s regular reports should provide adequate information on Iran’s implementation to the Board.
Mr. Chairman,
The international community should support the Agency’s verification and monitoring activities under the JCPOA, as the Agency assumes even greater roles. Japan spares no efforts in extending its cooperation for the steady implementation of the JCPOA. With regard to the issue of incorporating the JCPOA related budget into regular budget from 2017, it is essential that Member States and the Secretariat have close consultation to promptly achieve an agreement that will ensure predictability. In order that IAEA secures sufficient resources in a seamless manner, not just regular budget, but also extra budgetary support is important. In this regard, we look forward to seeing as many Member States as possible actively supporting the implementation of the agreement, to be led by those countries which strived to achieve the JCPOA. Japan, on its part, will seriously consider its appropriate support so that it can announce its decision at the earliest possible date.

The exclusively peaceful nature of Iran’s nuclear programme must be ensured through the full implementation of the JCPOA. Japan hopes that the Board of Governors will continue to address the verification and monitoring in Iran in its future meetings in an appropriate manner, based on regular reports by the Director General that contain adequate information regarding Iran’s implementation of its commitments.

The Practical Export Control Workshop was hosted by the Wassenaar Arrangement as part of its 20th Anniversary programs and held at the Permanent Mission of Japan to the International Organizations in Vienna on 27 and 28 June 2016. More than 100 government representatives from 46 countries participated in the technically focused Practical Workshop.
